Incorporating ICT tools in the EFL Reading Process: Children Rights Issues

The incorporation of Information and Commnunication Technology (ICT) with EFL classroom teaching activities in public schools have to be considered a challenge that does not depend exclusively on teachers' willingness and interests. Education Department officers and planners, as well as schools management staff have to be considered relevant participants in this process. Their active role must cope with planning, implementing, monitoring and evaluating how ICT tools are actually properly explored and used in the school context. In Colombia, this specific task aims to strengthen Educational Standards both in the use of ICT and EFL use. However, ICT infraestructure at schools does not meet the requirements for the achievement of the National Policies on these particular issues. for instance, access to computers is inadequate due to either  lack of sufficient ICT equipment or to ICT connectivity at schools. In the Public Schools in Bogotá, access is denied to many websites and other social network sites once they are considered harmful to children and teenagers. Something that is considered a protection measurement of Children Rights.

"A child is any human being below the age of eighteen years, unless under the law applicable to the child, majority is attained earlier. According to Cornell University, a child is a person, not a subperson, and the parent has absolute interest and possession of the child, but this is very much an American view. The term "child" does not necessarily mean minor but can include adult children as well as adult nondependent children.
